The vast majority of people passing through Manhattan's "3rd largest" transpo hub won't ever set foot on the Port Authority's turf.

Just because the PATH hub includes an underground walkway to Fulton St. doesn't mean they can claim its ridership as their own.

That's only true if you add in the Fulton St. hub's ridership – which Port is not paying for, and is less than half of PATH hub's price!
