Have noticed that Ubuntu puts program config settings in ~/.config/ . Is that a user-configurable dir (if so, how?) or is it hard-coded?
Is there a cpanm+local::lib equivalent for Python? (ie: can install all code locally, without special privileges, dependencies, or thought?)
